You can try to launch Outlook with command line switches:

I'm a bit further. I now have a task with a Windows Command, however the parameter isn't working as described in:

When I have a parameter:
What am I missing?
And by re-reading the url, found the problem.
And in the URL parameter, the mailto: must be given.
