The problem has been solved! We have used the import api to import the excel data.
I am still struggling to find the solution to this problem. Could anyone point me in the direction of a possible solution? @Arie V We don't have an actual use case at the moment. However, we we're wondering if it were possible since there could be a reason that one would like to limit users from accessing the data through the API.

Unfortunately, we've run into the same problem again. Updating the sync_run_status to 4 does help with running a new synchronization. However, when starting the new synchronization, the same problem presents itself. It does fail on another ‘step’ of the synchronization. Before the synchronization would fail on the ‘Synchronizing: project’ step, now it fails on the ‘Connecting to sync target and checking IAM version’ step.

Both images show that the sync has failed, but hasn't been finished or cancelled.
Yes, I did run the latest hotfixes. However, maybe the problem is that the ‘cancelling generate sync scripts’ or just cancel this sync is not possible / can't be found. Before I was able to manually cancel a creation or synchronization. Could this be the problem I'm facing?
On further notice, we do have some additional questions.The data authorization preftiler does work and help with the problem we have, but it does not solve the problem. Therefore, we were wondering if it were possible to limit/ disable a role from accessing the API? In other words, is it possible to turn off the access to the API? Thanks in advance
