Is it possible to overrule the default setting ("show everything") based on a value stored in the database per user? So that user 1, for example, gets the prefilter "show only location A" as the active prefilter, while for user 2 "show only location C" is set to active by default?

In the Windows and Web GUI it is possible to change the enable/disable value for Prefilters based on User preferences. This does not work yet in the Universal GUI so to achieve this you'll have to resort to an alternative.
According to the Universal planning, in Sprint 41 (May 21) the process action Change prefilters will be usable. This way you could create an own User preferences table in which users are able to change whether some prefilters are on or off. A Process flow could then be used upon opening that particular screen and having the Change filters process action enable or disable particular prefilters.
