Just a quick question, can the Public API call be tested against the SF?

No this is not supported at this time.
The reason why it is also not supported is because it can cause some security issues. In IAM you have to explicitly mark the role as a public api with rights as well - which you can not do in the SF.
If you would have for instance a runtime configuration to your production environment in the SF, it would open up the data. This might not be a problem in all cases but can be in some.
