Missing functionality Universal for a User

Question

Somehow there is a user that doesn't have access to modelrefresh and the Debugger window. I checked the settings but I am not able to find what is missing.

The User has developer rights added (both sf_developer rightsgroup)
If I simulate the user I can see it
The User has cleared the cash and restarted the browser

Is there anyone who might have an idea what this could be or what I am missing?

You’ll have to set that user as ‘Administrator’ in IAM (Users - Administrators tab).Add that user to Log access and Developer mode.For more info:Administrator roles | Thinkwise Documentation
