In the windows gui this is possible to create by manipulating the order numbers of the tables, but not entirely correct. In universal gui this is currently not possible.
The subgroups get a +1000000 on the absolute order number forcing them to be set last within a group.
Feel free to create an idea to allow subgroups to be at the top instead of the bottom.
