It is not clear to me why the Universal login screen differs from the Indicium login screen

The Indicium login screen is our new design for logging in and the idea is that everyone will transition towards having the entire login process handled by Indicium, by using the AlwaysDeferLogin setting. The Universal login screen is now deprecated and it is our intention to remove it in the future.
