As seen here in the Cur. column USD is highlighted while the form version is highlighting the whole field.

Is it possible to only highlight the value with the conditional layout on the form instead the whole field like in the grid?

In the latest Universal GUI Release 2021.2.12 they actually changed the Grid Conditional Formatting to fill the entire column.
Change in conditional layout in grid
We've changed the way conditional layouts are shown in the grid. Now they fill the entire cell, rather than just the value with a 5px padding. This means that empty cells with a conditional layout will also be entirely colored. Besides, the text color set in the conditional layout is applied correctly now.
