All, we regard this as a bug and have a ticket for it open already, so no need for an Idea / additional Votes / additional Tickets. Therefore, converted this topic from Idea to Conversation.

As far as I have reproduced so far, this mainly happens in situations where some buttons could be available, but are not due to either User permissions (e.g. Import/Export permissions or User Preferences not granted) or due to buttons being hidden as a result of irrelevance for the Screen Type (e.g. Cube sort for Screen Types without a Cube).

It does not happen if on the Action bar all buttons are configured to be displayed on the Action bar itself or if buttons are set to Hidden or Inactive.
