Hide empty custom toolbar

I’ve checked with our universal team members and this unfortunately cannot be dynamically removed.
 

​@avandervelden This does work for other unused Screen Components. We’ll fix this for Action bars too, provided that it is not utilized at all by the Subject. If you’re hiding buttons in that Custom action bar using Layout or Context procedures, this won’t work in the future either.
