When I start 2 instances of the application:
1 production and 1 test which run on the same GUI version 2021.2.17.0 build gecdca1c I always get the message:

Hi Henk-Jan,
There was no cache folder.
But in the production version an additional folder (with old ini files) was created in the GUI folder. When I removed this folder is was solved.

Is there a cache folder in the GUI folder? If so, try removing that and see if that helps, otherwise you could also remove your locally stored GUIs first.
