Is it fair to say that the @cursor_to_col_id parameter in a default control procedure is not working in Universal?

cursor_to_col_id is indeed not working for the Universal GUI yet, it's on our backlog. 
You can check which features have been implemented by the Universal GUI in TCP at the following screen: Software → Feature matrix.
