After upgrading to 2024.2 it returned.. can you provide the same hotfix again for this issue?

Please verify the Role rights in the SF for your branch. The granted column should always be 1 for every record in the Role tables. Having a record with granted set to 0 is impossible via the User interface, and can only occur by using Dynamic model procedure(s).
