Excuse me, the way you asked your original question was a bit confusing. I didn't pay attention to the actual date within your screenshot and missed that you meant the SF application itself.
Unfortunately you can't. We only ship the Software Factory in English, meaning you can only give it an English translation.

You'll need to add Dutch as a language for your model/branch in the Software Factory. After syncing that to IAM you will be able to select the Dutch language to specify a translation for your application :)
