Validation - Global shortcut conflicts

Recently, a lot more shortcuts have been added to Universal. Such as ALT + R to Refresh the model, ALT + M to search the Menu and CTRL + K to activate search on a Subject. This list seems to keep on expanding, which is great.
However, some of these shortcuts can conflict with existing tasks, without developers being warned about this.

Why?
This would improve the overall quality of the application (since there are no overlapping shortcuts, or they are intentional). 
For the conflict on the ‘Application’ subject in the IAM on the shortcut CTRL + K; both Copy application and Search on the subject, TCP Ticket 16075I was created.

How?
Create a validation on the model, that checks conflicts with global shortcuts.
Optionally give a warning message to the developer that this shortcut is conflicting, when setting the shortcut.
