In a tiles menu, you should be able to define a group on each level. In that case, you are not limited to 2 levels but basically unlimited. This is especially important for larger applications with many screens.

Current development focus is oriented around finishing up the last features that the Windows and Web GUI support and still require implementation effort for Universal, such as drag-drop. More info here:
