Set focus on the next empty, and mandatory form element

Currently I use ENTER to skip all the elements in a form, I rather use TAB + ENTER (for instance) to set the focus on the next empty and mandatory element. Hopefully the image below gives a better understanding of the idea.

Especially when there are multiple form elements and tab's, users could save a lot of time entering data.
