When a template in functionality - control procedure is in the 'to review’ status it can still be modified on the functionality screen. I think the status should be reverted back to "in development” when changes are made while in "to review” status. This way you will be sure to update the changelog with correct info when making a second change to a control procedure or a revision to a previous code.
