This comment is very true, however not every upgrade has relevant data migration information. And since it is a separate screen apart from the creation proces, it is easily overlooked.
Therefore I suggest to include the data migration screen as a tab in the creation screen (before or after the validations). It could be disabled/hidden when there is nothing relevant to show (for example only new tables/columns that are not mandatory), or a badge could indicate the number of rows with relevant actions worth checking.
