As discussed in
At this moment it is only possible to set the default zoom level to 100% and 200% with the extended property DevReportZoom. Also when i set this value to 0 the Whole Page option is selected. I don’t know if that’s a feature or bug.
Anyway we would really like to have an option to set the default zoom level to Page Width
