Code templates in multiple codegroups

It often happens that code templates can be shared between different code groups. An example of this is a try-catch template that can be used for tasks as well as procedures, or a check that can be shared by context and a task.

Idea: Templates not per code group but generally weave.

When assigning code templates via SQL this is already possible to do. I don't think when using the static method this would be very benefitial to do so, as these templates are usually meant for a specific operation.

With regards to control (checks) for tasks and context, look at my idea :)
