When the user closes the browser instead of using the Logout option from the menu the user session is not ended. When using the 'Max. # sessions per account' feature with single session this means the user can not login until the ‘Claim timeout (min)’ is elapsed.
Please close the session when the user closes the browser (tab) and allow the user to login directly afterwards
